UK and France Will Dispatch Military Personnel to Ukraine should a Ceasefire Accord is Finalized

Placeholder Diplomatic Meeting

The London and Paris have inked a declaration of intent concerning the stationing of armed personnel in Ukraine if a peace agreement be struck with Moscow, the Prime Minister of Britain, Keir Starmer, has stated.

After negotiations with allied nations in the French capital, he indicated that the allies would "create military hubs across Ukraine and construct fortified facilities for arms and equipment" to prevent any subsequent incursion.

The allied nations also put forward that the US would take the lead in monitoring a halt in hostilities.

Russia has repeatedly stated that any external forces in Ukraine would be considered a "legitimate target", but has not yet responded on this new development.

Background and Continuing War

The Kremlin's head Vladimir Putin launched a full-scale invasion of Ukraine in the start of last year, and Russian forces at this time occupies about 20% of Ukrainian territory.

"This constitutes a crucial element of our pledge to stand with Ukraine for the foreseeable future," remarked the British leader.

Top officials and top officials from the "Allied Coalition" participated in the Paris negotiations.

Addressing reporters at a joint press conference, the Prime Minister added: "It establishes the framework for the legal framework under which British, French, and partner forces could operate on Ukraine's territory, securing Ukraine's airspace and waters, and restoring Ukraine's defense capabilities for the future."

The PM also stated that the UK would participate in any Washington-directed verification of a prospective truce.

Security Guarantees and Negotiation Stances

Top Washington representative Steve Witkoff remarked that "lasting defense assurances and substantial economic promises are critical to a lasting peace" in Ukraine – alluding to a central condition made by Ukraine.

He said the allies had "mostly completed" their work on finalizing such pledges "to ensure the people of Ukraine know that when this war ends, it ends forever."

The former US envoy, US President Donald Trump's advisor, also was involved in the negotiations.

Meanwhile, France's leader Emmanuel Macron declared that Ukraine's partners had made "considerable advances" at the negotiations.

He added that "comprehensive" defense assurances for Ukraine had been reached in the instance of a prospective ceasefire.

President Volodymyr Zelensky commented that a "huge advance" had been made in the negotiations, but cautioned that he would only view efforts to be "adequate" if they culminated in the end of the fighting.

Earlier, the Ukrainian leader suggested a peace deal was "largely prepared". Agreeing on the outstanding 10% would "shape the future of peace, the destiny of Ukraine and Europe".

Unresolved Issues

  • Territory and security guarantees have been at the forefront of ongoing disputes for the parties involved.
  • Putin has repeatedly warned that Ukraine's forces must retreat from all of Ukraine's eastern Donbas region or Russia will take control, dismissing any concession over how to finish the war.
  • Kyiv has to date excluded ceding any land, but has suggested that Ukraine could withdraw its troops to an agreed point – but only if Russia follows suit.

Russian forces presently controls approximately 75% of the Donetsk oblast and around 99% of the bordering Luhansk. The two regions form the heartland of the Donbas.

The initial US-led multi-point framework that was widely leaked to the media last year was viewed by Kyiv and its European allies as being heavily skewed in Moscow's favor.

This triggered weeks of intensive discussions – with the involved parties trying to revise the document.

Recently, Ukraine submitted the US an new 20-point plan – as well as additional documents describing prospective defense assurances and plans for Ukraine's rebuilding, Zelensky stated.
