AI Chatbots Deliver ‘Misleading and Partial’ Voting Advice, Claims Dutch Watchdog

AI assistants are proving to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, raising alarms about a possible risk to democracy just over a week before national elections.

Study Shows Consistent Bias in AI Suggestions

The four chatbots tested by the AP “often end up with the same two parties”, irrespective of the user’s question or command, the regulator explained in a report published ahead of the 29 October election.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the stances of these parties, the report indicated.

Official Warns Against Relying on AI Assistants for Voting Guidance

The deputy head of the data protection agency, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that did not necessarily align with their political views, she emphasized.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against employing AI assistants for election recommendations, as their functioning is opaque and difficult to verify.”

Election Context and Party Dynamics

Netherlands citizens vote on October 29 in an electoral contest that will be closely watched around Europe for the performance of the Freedom party.

The far-right party of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors yet to make up their minds.

All major parties have rejected a coalition with the PVV, implying the party that comes second is most likely to supply the future head of government.

Unintentional Bias Linked to AI Operation

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
